Recommendations from the Anglican Consultative Council Team
In light of all we have seen, our recommendations are that:
The division of the CPWA be put on hold indefinitely pending:
- detailed agreement being reached within CPWA concerning the allocation of provincial assets and liabilities.
- clear evidence being provided that the continuing CPWA can in fact function as a Province (with adequate provision for a provincial secretariat, synodical structures, the Archbishop’s expenses of office and financial contribution to the needs of the wider Anglican Communion).
However, in view of the manifest desire both amongst the Ghana and non-Ghanaian continuing dioceses, we suggest that the matter be kept under review, and that the Province provide the ACC with:
- audited statements of the financial position of the Province (+JADC) for the past three years, including funds held outside the region, by 31 December 2003
- detailed agreement between the dioceses concerning the division of assets and liabilities, by 31 March 2004
- detailed five-year budget projections agreed by the Ghanaian and continuing dioceses respectively, and accompanied by evidence of their ability to fund the budget expenditure, by 31 March 2004
- minutes of meetings of JADC (Ghana) and project committees (continuing dioceses), by 31 March 2004
That the matter be brought back for further consideration by the ACC consultative team, in the light of this information, by no later than 30 June 2004.
